Barbara Chen brings 16 years of multifaceted communications experience to her practice, including significant roles as a network news assignment editor and producer at ABC News from 2001 to 2006 and media relations director for the New York City Police Department (NYPD) from 2006 to 2014. In addition, she serves and advises nonprofit organizations through personal volunteering and pro bono public relations counsel.
Chen was appointed by Police Commissioner Raymond W. Kelly and served as press attaché for the Department and its longest serving police commissioner under the Deputy Commissioner of Public Information.
In her role with the NYPD, she worked closely with every bureau in the Department, from Community Affairs to Counterterrorism, and covered numerous major emergencies from an attempted car bomb in Times Square to Hurricane Sandy. She also served on an executive task force focused on refining talent recruitment and development. In addition, Chen created the Department’s “Inside the NYPD” video series and its first official Facebook page. She was also a member of the Mayor’s Social Media Advisory Research Task Force.
In 2014, she left city government to join the Government Innovation team at Bloomberg Philanthropies and later became external affairs director for the nonpartisan coalition Cities of Service, which works with mayors to institute impact volunteering initiatives in partnership with local community and nonprofit leaders.
In addition to volunteering with New York Cares and previously serving as a volunteer pre-K Sunday School teacher with her local church, Chen has provided marketing communications counsel and seminars in New York City through the Taproot Foundation. She is a former chapter vice president of the national Asian American Journalists Association, a professional affinity group that elevates minority newsroom management and attention to Asian American and Pacific Islander (AAPI) issues and stereotypes.
Chen graduated cum laude from California State University, Fullerton, where she was selected commencement speaker for the College of Communications. She attended the Minority Writers Seminar at Vanderbilt University and served as a class speaker for Columbia University’s Graduate School of Business Police Management Institute.
Barbara, who resides in New York, is currently writing a memoir about her seven years as a young woman in the nation’s largest law enforcement agency. One of her poems, “Wing Tip,” is being published in an anthology of contemporary poetry to be released in Fall 2015.
